PROPOSED PROTECTIVE BYLAW AMENDMENT
The Harvard Planning Board will hold a virtual public hearing pursuant to Massachusetts General Laws Chapter 40A, Section 5, on Monday, February 23, 2026, at 7:30 p.m. to consider and receive comments from interested parties concerning a proposed amendment to Chapter 125 of the Code of the Town of Harvard, the Protective Bylaw, to be considered at the 2026 Annual Town Meeting, which will be held on May 2, 2026.

Meeting participation instructions will be listed on the meeting agenda post on the Town of Harvard’s website at least 48 hours prior to this meeting. The agenda will be posted on the website calendar: Calendar • Harvard, MA • CivicEngage.
The proposed amendments to the Protective Bylaw are summarized as follows:
- Propose §125-61, Town Center Overlay District
- Propose §125-42, Town Center Overlay District Map
- Propose §125-70 through 125-73 Article X Form Base Code
- Propose §125-53 Large-Scale Ground-Mounted Solar Photovoltaic Facilities Overlay District
The foregoing proposed amendments may not be numbered as it will be ultimately numbered in the Warrant for the 2026 Annual Town Meeting.
