Water connection should be subject to approval by Devens residents

September 1, 2023

I think that Harvard’s desired water connection to Devens should be subject to approval by the Devens residents. That’s only fair in light of the veto power Harvard has held over Devens concerning changes to the Devens Reuse Plan. Pumping water from Devens to Harvard is a change in the use of Devens’ natural resources. Is this in the best interests of Devens? I have come to accept that Harvard only acts in what it believes to be its best interests. Devens should do the same.

Editor’s Note: The Massachusetts legislation that created the Devens Enterprise Zone—Chapter 498—allows Harvard, Ayer, or Shirley to integrate its water supply and distribution systems with the water supply and distribution system of Devens, “if such capacity exists.”
