Disposition
Devens is a regional enterprise zone made up of land from Harvard, Ayer, and Shirley on the former U.S. Army base of Fort Devens and currently run by MassDevelopment. Chapter 498, the state law governing redevelopment of the former Army base, sets July 1, 2033, as the date on which MassDevelopment’s interim authority over Devens—including the power to collect taxes and provide police, fire, and municipal services—expires, requiring the the towns of Ayer, Harvard, and Shirley, the Devens Enterprise Commission, and MassDevelopment to submit a joint proposal for permanent government to the Legislature.
