Robert Brandom suggests having separate lines (like for supermarket registers) for each of the trash compactors at the transfer station. There’s been a lot of research, available online, that establishes that having just a single line (like at a bank or post office) is both fairer and more efficient. A typical conclusion is:
“Studies have proven that a single-line queue leading to multiple servers is more efficient and results in less variation in the amount of time customers are kept waiting.” (See http://blog.lavi.com/2014/10/15/single-line-multiple-line-queue/)
In any case, it would help if the DPW posted either a “Form Single Line” or a “Form Separate Lines” sign so at least it would be clear what the preferred policy is.
