While Massachusetts law allows the defense of livestock from roaming dogs, shooting a marauding animal is not a solution for everyone. Without getting into a debate on guns, no Harvard resident should have to carry a firearm in case of a dog attack.
Why shouldn’t we have a bylaw that requires dog owners to keep their animal under their control at all times? It’s not a leash law—it’s a basic requirement of being a responsible dog owner. Period.
Most dogs in Harvard are well trained and managed by caring and concerned owners. A meaningful bylaw would be aimed at those few who shirk that responsibility and who have to be held accountable for their animal’s actions. At a minimum, Harvard must have a relevant fine structure. If a dog owner won’t control their animal, perhaps a big hit to the wallet will provide some much-needed encouragement.
