Town Clerk Rose Miranda swears in the latest addition to the Harvard Police Department, Franny, the comfort dog in training. At 19 weeks old and 40 pounds Franny is the youngest and smallest officer on the force, but she’s getting to be a handful for Officer Tim Schaeffer.
