The selectmen voted this week to call a Special Town Meeting for Tuesday, June 13, at 7 p.m. in the Cronin Auditorium. According to Town Administrator Tim Bragan, at least three articles will be on the Town Meeting warrant. The primary purpose of the meeting is to allocate $1.67 million in fiscal 2017 free cash, which the state certified in late March, too late for an article allocating the funds to be considered at Annual Town Meeting. Bragan said free cash is needed to pay a $166,000 insurance bill.
Free cash is typically transferred by the vote of Town Meeting to the Capital Stabilization and Investment Fund unless it is needed elsewhere. The current bylaw requires a two-thirds vote of Town Meeting to move the money, but the capital committee recently voted to recommend changing the bylaw to require only a majority. An article to make that change is also likely on the June warrant.
