At its Dec. 13 meeting, the Harvard Board of Health unanimously voted to temporarily suspend ABC Cesspool’s permit to work in Harvard, following multiple deficiencies in the company’s septic inspection and reporting services. The septic company, based in Acton, had recently provided inadequate reports for properties on Old Mill Road, Littleton Road, East Bare Hill Road, and Jacob Gates Road in Harvard. The violations include what Sanitarian Ira Grossman characterized at the board’s Jan. 24 meeting as an “apparent lack of understanding of the code.” The deficiencies included completing septic tank work without a permit, indicating an inaccurate number of approved bedrooms on a Title V inspection report, and failing to follow the required protocol of the Title V inspection report, which resulted in an erroneous conditional pass rating. The company has also failed to revise inadequate reports once these deficiencies were identified.
Based on the vote, the Board of Health sent a letter to ABC Cesspool notifying the company that its permit to work in Harvard was temporarily suspended. ABC Cesspool was invited to appear before the board at the Jan. 24 meeting, but the company did not attend. At the meeting this week, the board discussed how to proceed, and it determined it would notify the company by letter that its permit to complete work in Harvard has been revoked unless the company requests to appear before the board to address the identified deficiencies. The board also intends to draft a letter to the state notifying it of the identified deficiencies, so the state may address any licensing concerns it has with the Title V inspector who is associated with ABC Cesspool.
