Board selects RKG Associates for Master Plan Phase II
The Planning Board chose RKG Associates of Dover, N.H., to complete work on Harvard’s Master Plan, the 10-year, comprehensive planning document that is supposed to guide the town’s development and preservation. Work on such plans is typically divided into two phases. Phase I, the so-called visioning phase, was finished by RKG in March, 2012.
The final phase of the plan could be finished by spring of 2014, says Planning Board member Joe Hutchinson, who is also chairman of the Master Plan Steering Committee. Hutchinson says the final phase of the plan will “focus on translating the Phase I vision and goals into programs, plans, and tasks for the next decade” and will also “conduct a critical assessment of Devens within [that] context.”
Day-to-day management of the master planning process will be handled by the Master Plan Steering Committee. Involvement in the process by the town’s new planner, Bill Scanlan, will be at the Planning Board’s discretion. The contract for Phase II of the plan is worth $100,000, as approved by the 2012 Annual Town Meeting.
