Graham is uniquely qualified to serve as selectman

My name is Stephen Scarano and I live on Stow Road here in Harvard.

I write at this time to endorse Don Graham for the position of selectman. I have known Don for several years and I believe him to be uniquely qualified to serve in this important position in Harvard town government.

I have found Don be an individual of highest integrity, strong motivation, and intelligence. Professionally, Don is a seasoned, certified project manager who has successfully led many large-in-scope, high-dollar technology efforts. He is known for achieving expected results delivered on-time and within established budget. As someone with similar professional background, I know that such results are not possible when the leadership does not also possess the interpersonal skills required to bridge and build upon individual personal differences and interests.

Effective leadership is particularly required at a time when many people find themselves financially challenged due to a generally weak economic environment. It is important for constituents to know that every taxpayer dollar spent on each town initiative is invested judiciously. Every proposed town initiative, but particularly those high resource-intensive initiatives, can benefit from improved oversight, an in-depth understanding of all hard and soft benefits, and a thorough understanding of all initial and related ongoing costs and obligations. It is equally important that approved initiatives achieve stated goals, while being managed to budget in a thoughtful and disciplined manner.

Achieving all of the above is easier said than done; individuals with the prerequisite management experience, project expertise and interpersonal skills are in high-demand and in short supply. Don Graham brings these capabilities to Harvard, and I have no doubt that as town selectman Don would soon be acknowledged as a highly effective leader and a most valued town asset.
