Master Building Committee proposal
Members of the Capital Planning and Investment Committee expressed concern about whether they would have enough time for adequate deliberation over the Municipal Building Committee’s request for funding before the annual Town Meeting.
Members agreed that if the building committee’s proposal is in line with its five-year plan, then approving it will be straightforward. If it deviates significantly, particularly if more funds are needed, then the Capital Planning and Investment Committee will need time to consider the ramifications.
The Capital Planning and Investment Committee will ask the Municipal Building Committee to keep it apprised of its progress.
Committee member George McKenna circulated a diagram from the Municipal Building Committee that showed the anticipated schedule for the renovations on Town Hall and the Hildreth House. He noted that the building committee is still reviewing proposals from architects.
Ratings sheet revision
McKenna proposed revising the new ratings sheet the Capital Planning and Investment Committee will use to evaluate capital project requests. He suggested including the following criteria:
- Value: What is the overall value to the town?
- Affordability: How does the project fit into the big financial picture?
- Element of risk: What is the risk of the project significantly overrunning the proposed funding?
These proposed revisions will be taken up at the next meeting.
