Appointments and approvals
Town Moderator Bob Eubank introduced candidates for Finance Committee to fill seats vacated by Collyn Bradley and Lori Granville; candidates will be appointed by July 1, Eubank said. The roster of town employees, committees/boards was approved. Police Chief Ed Denmark requested an additional dispatch position be created between July 1 and Jan. 1 to cover resignations and absences during that period.
Boards prepare to meet on Vicksburg Square development
Ron Ricci reported that the Devens Economic Analysis Team (DEAT) has compiled a set of questions related to the proposal from Trinity Financial to develop Vicksburg Square at Devens. DEAT and other boards will meet with Trinity on Aug. 16 to discuss the questions.
Sewer project starts to flow
Chris Ashley of the Sewer Building Committee requested approval by the BOS of the Sewer Policies document; the document was approved, pending review by the Town’s legal counsel. Ashley also reported that approvals on May 26 of wastewater upgrades allows the town to “get moving” on the sewer project. Ashley met with the town administrator and finance director on June 15 on the bid package for contractors who may work on the project; the project will be advertised on June 29, and on July 28 bids are due.
Dispute over pre-Annual Town Meeting Board of Selectmen minutes
Selectman Ron Ricci introduced a motion at Tuesday’s meeting to approve minutes from the BOS meeting that took place on April 2, just before the start of Annual Town Meeting. The minutes, which had been recorded by Selectman Bill Johnson, were not made available until June 20, when Johnson sent them by e-mail to his colleagues on the board.
A heated discussion broke out when Selectman Tim Clark disputed an item in the minutes which said that the Statement of Intent read by Selectman Peter Warren at ATM had been unanimously approved by selectmen during their pre-ATM meeting. Clark said he had voted only for Article 17, not for the statement of intent.
The meeting ended without approval of the April 2 minutes.
