Role of master plan is questioned
“I’m a little reluctant to give political advice to people who have run for office,” said Paul Green of Old Littleton Road during public comment about goal-setting. “But I do know that the town has a master plan last updated in 2002 that speaks to all kinds of interesting issues … How do these efforts that you’re doing [considering reuse of buildings and a land purchase for municipal use] fit within the master plan, and is it time, perhaps, to revisit the master plan and bring it up to date so that these projects do fit within it?”
Green got no answer and there was no call to update the plan from any member of the BOS.
Limbs will be “unhung” by Sept. 2
Green also asked about the limbs that are dangling perilously from trees around town thanks to the December ice storm. “It’s been nine months,” he said, and asked the BOS how they would define “soon” in light of five-month-old promises to get the cleanup done. After a quick check with Director of Public Works Rich Nota, Town Administrator Tim Bragan said the work would be completed by Sept. 2.
Warrant article approval disallowed by state’s attorney general
For want of a few words, the state attorney general has disallowed an article that passed with only one dissenting vote at the May 2009 Town Meeting. The article in question was Article 6, according to Town Clerk Janet Vellante, which was to charter a capital planning and investment committee and establish a capitalization and investment fund to facilitate its planning and operations. It turns out that the article required a two-thirds vote, but that was not called out in either the warrant or stated at the time of the vote by Town Moderator Bob Eubank. The oversight requires that the article be submitted to a town meeting vote again, most likely at a special town meeting this fall.
