The following is a summary of the articles on the warrant for consideration at the May 21 Special Town Meeting. It is meant to provide readers with an overview, and is not intended as a substitute for any of the information appearing in the warrant. For the full text of the warrant articles, as well as commentary by the Finance Committee, refer to the information mailed to each household this week. Note that the dollar amounts listed for each article may be subject to change at Town Meeting. Further information about the budget will be available at the library, Town Hall, and on the town website.
Article 1: Omnibus budget—Asks voters to approve the omnibus budget, in the amount of $19,943,498, to fund town and school services and the cost of borrowing in fiscal 2009. This amount is contingent upon passage of ballot question number 1, a Proposition 2½ override of $200,000, at the special town election to be held on June 11.
Article 2: Boiler replacement, Bromfield School—Asks voters to approve the transfer of $140,000 from stabilization funds to replace the boiler at Bromfield. (2/3 vote required.)
Article 3: Installation of ceiling fans at Harvard Elementary School—Asks voters to approve the transfer of $10,000 from stabilization funds to install ceiling fans at the elementary school. (2/3 vote required.)
Article 4: Electrical upgrade at transfer station—Asks voters to approve the transfer of $25,000 from stabilization funds to upgrade the electrical service at the recycling center. (2/3 vote required.)
Article 5: Heating system, DPW barn—Asks voters to approve the transfer of $25,000 from stabilization funds to replace the heating system in the Department of Public Works building. (2/3 vote required.)
Article 6: Fourth of July Revolving Account—Asks voters to re-authorize a revolving account to fund the activities of the Fourth of July Committee, with the revenue or expenditures of this account not to exceed $25,000 in any given fiscal year.
