Special permit in question
Nashoba Associated Boards of Health sanitarian Ira Grossman told the Board of Health at its Feb. 26 meeting that the Planning Board is seeking the health board’s comment on the application of Vincent Palmieri of Fox Realty Trust of Still River for a special permit for a scenic road driveway entrance.
The issues for the health board are the well and the septic system. After reviewing the plans and a brief discussion, what showed up was enough to concern the board. Chairman Tom Philippou instructed Grossman to send a comment about the septic drainage problems, as well as to require the well to be tested for volatile organic compounds (VOCs), which are emitted as gases from certain solids or liquids, including items that often end up at town landfills.
Bordered by the Boxborough landfill, the property is situated at Codman Hill and Stow roads, with an extremely steep driveway that stretches 780 feet and has two wetland crossings.
“[The property] is a pocket of sandy material,” said Grossman, to which Philippou added, “draining into a bowl of rock.”
“It’s a tough spot,” he said. It has wetlands in front, ledge in back, and a blasting area abutting it, owned by Hemphill Drilling and Blasting.
Grossman told members that the property has a long history. The Conservation Commission had denied Palmieri a permit, which he then appealed to the Department of Environmental Protection.
